Unsightly facial hair - electrolysis?

I have very fair skin and very dark hair growing on my upper lip, chin and neck. I tried waxing but it gives me a very bad rash that leaves permanent scars. Has anyone tried electrolysis and does it work? Does the hair just grow back lighter?

I haven't found a place anywhere near me that does the laser and anyway it would be too expensive for the number of treatments that I need.
