I am 16 and I have no facial hair, little to no armpit hair and my voice has not lowered. Is this ok

I started to grow hair around my penis when i was 12 bit my penis has been the same size as far back as i remember, and i can not ejaculate, nothing come out. Is this right? Its weird because i am in 11th grade and have my drivers license. I was just wandering if i am just a "late bloomer" or if i should talk to a doctor. If so are there any medications that i could possibly take to make this happen faster.
