How can I speed up facial hair growth?

I'm 23-years-old and don't have a beard...

I can grow a bit of hair on my top lip and I have two patches either side of my chin, but that's it.

When I shave I look like a ten-year-old.

I get ID'd for fags, spray paint, knives, booze...

I'm 24 in March and it zaps me off all self-confidence to think that I might still be "bald" into my 30s. My dad and my grandads never had this problem. My dad had a beard from aged 14.

How can I speed up the process? I've gone through bouts of shaving everyday but it doesn't work.

I've heard of Minoxidil but does it really work?

I'm a late starter to Uni and I won't graduate till I'm 26 or 27. I can't imagine the humilation of going for my first real interviews for my career jobs and looking like I've just crawled out of high school...
