Yes. It is suppose to grow less, but it doesn't. It comes back coarser and grows every week or so. It is different for each person.

Let me get this straight, you plucked out all your head hairs? Do you think you might need some counseling? Pulling your own hairs out is associated with psychiatric problems. Just in case you dind't know that. I think it will grow back, but you can't keep doing it or it won't. Maybe get a short hair cut to camoflauge it and then let it all grow back in.

plucking hair off your head can actually damage the root etc causing the hair NOT to grow back especially over plucking, I advise no plucking, you want to pluck some thing do eyebrows, legs anything apart from the head. Why the hell your head?????
