My friend is 18, almost 19, and he still can only grow blonde peach fuzz. I think he would look super-hot with a soul patch or something, but he just can't grow it yet. Is there anything he can do to speed up the growth of his dark facial hair??

Tell him to shave his face, wait till the fuzz grows back then shave it again, etc. It will speed up the process a lot.
